Please help fill the gaps how to join as an adult

An issue that is pretty close to my heart - as the intricacies required to become an scouter is fraught with political and bureaucratic red tape that can be daunting. Sometimes it seems so complicated and keen parents give up because the path differs from one self-important bureaucrat to the next.
