Scuba Training

Something that's always bugged me is the exclusion of scuba diving from this badge for the reason "SCUBA training is excluded from this badge because training should only be given by a qualified instructor." Considering that things like first aid also require specifically qualified instructors, and that all Interest badges are only supposed to be judged by a competent examiner, I'm not sure why scuba is specifically excluded. Surely a kid doing an actual training course with a certified PADI or SSI school would be fine? Eg. we don't remove all the Sea Scout badges because qualified skippers are required.
